Bushra Haque

Bushra Haque serves as a Trade Policy, SPS & Regulatory Reform Specialist at TRACE Consulting. Based in Georgia, USA, and supporting TRACE Consulting remotely, she leads legal and regulatory research on trade facilitation, customs modernization, and border-related regulatory reform. Her work includes analysis of primary and delegated legislation; technical guidance on legal drafting and regulatory gap analysis aligned with the WTO TFA; drafting and review of laws, regulations, rules, and policy notes for the firm’s trade and institutional-strengthening assignments; and coordination with government counterparts, the private sector, and development partners on legal and regulatory workstreams. Ms. Haque also leads TRACE Consulting’s work on reviewing and drafting customs and Other Government Agency (OGA) legislation, structuring risk-based regulatory frameworks, including the legal basis for AEO-style differentiated treatment of compliant traders, and preparing bilingual, cross-referenced compilations of trade-related delegated legislation for clients, including NBR.

Her tenure with the USDA-funded Bangladesh Trade Facilitation (BTF) Project is the direct precursor to this role. Progressing from Legal Analyst/Consultant (2021–2023) to Technical Coordinator (Legal) (2023–2025) and then Legislative Specialist (2025), she led several national-level trade, SPS, and regulatory reform initiatives. She formulated the Electronic Governance of Safe Food Import Regulations, a risk-based import control framework developed directly with the Bangladesh Food Safety Authority, and led the drafting and review of a wide range of Other Government Agency (OGA) legal instruments, including the Bangladesh Food Safety Act, Plant Quarantine Act, Veterinary Drug Act, fisheries quarantine instruments, the Animal and Animal Products Inspection and Quality Control Act, and the Agricultural Marketing (Cold Storage Operations and Inspection) Regulations. She also translated the Import Policy Order (IPO) 2021–2024 and contributed to the development of major trade facilitation reforms reflected in the IPO 2026–2029, including the introduction of risk-based import controls and the removal or rationalization of several non-tariff barriers. Earlier, she conducted regulatory gap analyses across Bangladesh’s food, agriculture, and trade legal framework to support harmonization with Codex Alimentarius, FAO, and WTO standards.

Ms. Haque holds an LL.B. and an LL.M. from the University of Dhaka and is an enrolled advocate of the Dhaka Bar Association. She completed a second LL.M. in International Law from the University of Georgia School of Law, where she serves as Graduate Editor of the International and Comparative Law Journal. Her expertise includes stakeholder engagement, policy advocacy, and legislative drafting, spanning collaboration with government institutions, development partners, and policy bodies to strengthen legal systems, enhance regulatory effectiveness, and advance the implementation of globally aligned reforms.
