About Satish Kumar Reddy

Satish Kumar Reddy is a senior trade facilitation and customs professional with 32 years of experience in trade logistics, customs modernization, border management, and supply chain efficiency. His work covers developing and least developed countries across South Asia, Central Asia, East Africa, and the Pacific Islands.

Reddy began his career in 1993 with the Indian Revenue Service (Customs and Indirect Taxes). He served for two decades with the Government of India’s Central Board of Indirect Taxes and Customs, the national authority responsible for customs, goods and services tax, and indirect tax administration. He later took voluntary retirement as a commissioner. During his government service, Reddy worked on trade policy formulation, overland transit arrangements, and risk-based cargo clearance systems. In 2012, he received the Presidential Award for Specially Distinguished Record of Service from the president of India.

Over the past 12 years, Reddy has worked as an international customs and trade facilitation adviser. He has collaborated with major development and trade institutions, including the World Bank, the Asian Development Bank, the World Customs Organization and the United Nations Economic and Social Commission for Asia and the Pacific.

His advisory work includes legal, procedural, operational, and ICT gap assessments benchmarked against international standards, including the World Trade Organization’s Trade Facilitation Agreement. He has supported the design of donor-funded technical assistance projects, regional trade frameworks, the South Asia Subregional Economic Cooperation sector strategy, and legal planning for one-stop border posts.

Reddy is a World Customs Organization-accredited expert trainer on rules of origin and has served as a resource person for international capacity-building programs. He has authored knowledge products on regional trade, cross-border e-commerce for small and medium-sized enterprises, and trade resilience. He holds a bachelor’s degree in electronics and communications engineering, which supports his work on digital trade infrastructure, automated customs systems, and technology-enabled border management.
