About Mr. Md. Faruque Hossain

Mr. Md. Faruque Hossain is a distinguished public procurement policy expert and former secretary to the government of Bangladesh, possessing over three decades of high-level public sector leadership. Over a prolific career, he has specialized in macroeconomic administration, institutional reform, and large-scale project management across critical sectors including health, energy, transport, and technology. He currently utilizes this extensive background as a senior consultant, advising international development partners and state enterprises on complex procurement frameworks, capacity building, and policy implementation.

In his apex government role, Mr. Hossain served as the Executive Chairman of the National Skills Development Authority (NSDA) under the Prime Minister's Office, retiring in February 2020. During his tenure, he played a foundational role in building the nation's labor capabilities by developing the National Skills Development Rules, establishing training provider registration systems, and operationalizing quality assurance and certification processes. Prior to this, from 2014 to 2018, he served as the Director General of the Central Procurement Technical Unit (CPTU) under the Ministry of Planning. As the regulatory head of public procurement, he transformed the nation’s tendering ecosystem by championing transparency, citizen engagement, and legal professionalization. 

Mr. Hossain is globally recognized for masterminding the rollout and scaling of Bangladesh’s Electronic Government Procurement (e-GP) portal. Under his close oversight, the e-GP system registered spectacular growth in both transaction value and volume, evolving into a leading international model for digital tendering. His international footprint also includes serving as the Chairperson of the South Asia Public Procurement Network (SAPPN), where he led initiatives to anchor regional networks under the SAARC umbrella. He has consistently collaborated with global institutions, executing critical fiduciary and procurement assessments for the World Bank, Asian Development Bank (ADB), and USAID.

A highly credentialed educator and specialist, Mr. Hossain is a certified National Trainer in procurement management and a qualified resource person for the Chartered Institute of Procurement and Supply (CIPS, UK). He holds a master's degree in public procurement management for sustainable development from the Turin School of Business (jointly with the ILO-ITC and University of Turin, Italy), an MBA in human resource management, and both a B.Sc. (honors) and an M.Sc. in soil science from the University of Dhaka.

Supplementing his academic baseline, he holds a diploma in developing economics from the IDE Advanced School in Japan and has received specialized international training in public-private partnerships (PPP) and data center security. This deep technical expertise is matched by his multilingual capabilities, commanding fluency in Bangla and English alongside intermediate proficiency in Japanese and French
